He resigned in 1908 to contest the 1908 federal election for the electoral district of Pictou and was defeated. From 1902 to 1908 and from 1912 to 1916, he was the Leader of the Opposition. From 1909 to 1916, he was the Leader of the Conservative Party. He was summoned to the Senate of Canada representing the senatorial division of Pictou on the advice of Robert Borden in 1917. He served until his death in 1946.
