After graduating from high school, Falk joined the United States Merchant Marine as a cook, before completing a Bachelor of Arts in political science at the New School for Social Research in 1951. He also attended Hamilton College in Clinton, New York for three years. Gaining a Masters degree in public administration at Syracuse University in 1953, Falk applied unsuccessfully for a job with the CIA before becoming a management analyst with the Connecticut State Budget Bureau in Hartford.
