Stewart was re-elected there in the 1972 election, but did not seek a third term in federal office after completing his term in the 29th Canadian Parliament.

After his final federal term, the 23rd Canadian Parliament, he was defeated at Winnipeg North by Murray Smith of the Progressive Conservative party. Stewart served in the province's Executive Council as Minister of Agriculture in 1944 and as Minister of Welfare and Labour from 1956 to 1957. He died in office at the age of 70.
