Attorney with a Bachelor of Law from the Law Faculty of Uberlândia, Campograndense chaired the Union of Students ( 1963 - one thousand nine hundred and sixty-six ) and was appointed advisor to the Company for the Development of Mato Grosso (CODEMAT) in 1965 by Governor Fernando Correa da Costa , remaining in office for five years. With the foundation of ARENA in 1966 , he joined the party and was elected state representative in 1970 , being appointed mayor of Campo Grande ( 1973 - 1977 ) by Governor Joseph Fragelli . In 1978 he was elected congressman , moved to the PDS and returned to the city of Campo Grande ( 1980 - 1982 ) by appointment of Governor Peter Pedrossian . Reelected to the House of Representatives in 1982 and 1986 , he moved to the PFL and the PST for which he was elected senator in 1990 .
